Chee Kiong,

The open source C2SIM Reference Implementation Server ingests MSDL for 
backward compatibility. It is not a stand-alone MSDL tool but you should 
be able to re-use the open source code. New repository for this is at 
https://openc2sim.github.io

Also I remember an MSDL editor but it was part of a US Army Project so 
not likely to be available to public. If I find out otherwise I'll let 
you know.

The C2SIM Product Support Group (PSG) is responsible for maintenance of 
MSDL. PSG Chair Curt Blais might have other ideas to share.

In closing here I would add that C2SIM is the second generation standard 
evolved from MSDL and is now in SISO balloting. I would encourage you to 
become familiar with C2SIM as it is an improvement over MSDL/CBML.
