I do not know of any available XML parser source or freeware for MSDL. The US Army uses versions of MSDL in some of their simulation software, but the code would not be available to the public. The NATO community has used MSDL in various systems and interoperability experiments, but I don't know of any software that would be available for others to use. Still, you have come to the right community to ask the question, so someone using MSDL may have a better answer for you.
