C2SIM PDG/PSG members,

I'm sending this to advise you there will be votes on the plan 
for C2SIM standard draft development at the teleconference 
meeting that is now scheduled for 09:00 EDT 3 May 2017. 
The meeting will be announced to the C2SIM list as usual. The 
following describes the intended voting, which was agreed to 
at the 3 April 2017 meeting. If we don't have a quorum or don't 
get the required 75% in favor, the vote will be moved to e-vote 
as required by SISO policy. Supporting changes to our Product
Nomination would be submitted in annual update (Fall 2017) but
we would apply the changes in our work immediately, if they
are voted in: 

1. The C2SIM Logical Data Model (LDM) draft should be changed
to represent the data model using Web Ontology Language (OWL)
rather than the Unified Modeling Language (UML). It is
understood that this change will likely add 3 to 6 months
to the time until C2SIM is ready for balloting.

Rationale: We have an opportunity to move one more step forward 
as part of the LDM draft we're planning to put forward for ballot. 
The acceptance of OWL has progressed far enough, and the need for
information not included in our UML representation is clear enough
(i.e. relationships among classes) that we could replace UML with
OWL in the LDM specification. Moreover, it seems clear that there
will not be work on a third generation of BML for a long time
(if ever) so it is important to do our best to get this one right a
nd we've always said ontology was the end goal. There will of
course be a cost: estimated 3 to 6 months to make the change;
supporting the proposition indicates it is worth that cost. The
delay will not impede prototyping (mostly by NATO MSG-145) 
because that can be done using the UML version. This change 
was supported unanimously at the 3 April meeting.

2. The original plan in the Product Nomination for three normative
ballotable documents should be changed to a single, consolidated 
document.

Rationale: The Logical Data Model (LDM) draft is about 30 pages; 
changing it from UML to OWL should not more than double that. The 
other two drafts (Initialize and Tasking/Reporting) have turned out to 
be about 20 pages. They are principally about flow of messages that 
are defined in the LDM Core, and have about 50% overlap with each 
other and with the LDM. We can shorten the whole set and avoid future 
problems maintaining consistency by combining them. A clear majority 
at the 3 April meeting agreed with this, although a counter-argument 
was made that the standard could be more accessible to users if 
there are multiple smaller documents.

3. It is possible that Curt will have consolidated changes to the
C-BML Guide Document for us to vote on also by 3 May. If this is to
happen Curt will have to post the revised document 5 working days
before 3 May.
