I have reviewed V23 and checked CAF DMO CRs and here are my comments.
In User Protocol Identification Number (UPIN) [UID 177] there are three occurrences of "CAF DMO O and I" that were submitted in manual CRs as "CAF DMO O&I". Can these be changed to "CAF DMO O&I"? Wait, better yet, now that I'm looking at this in the context of SISO-REF-010, can we change from the CR submission "CAF DMO O&I; Parsons Corporation" to simply "CAF DMO"?
Minor editorial comment/request: For the same table, can we / should we add border lines, so it is easier to read?

Here is the final draft of the V23 update.
I have included the update to the OPMAN, as this will also require review.
I am still working on the RPR update, and will release this separate.
A quick question for Graham, I have had some issues with the testing of the test suite after this update. It looks like the following updates effects the test suite:
* Updates to the country codes
* We added some cultural features
This requires some updates to the Test Suite files - is this normal (I have a working version locally - and will post a difference list on the files effected).
I will also load the trunk v23d05 information back onto the SVN, so it should be there shortly).
