The Open Geospatial Consortium (OGC) has established a Security Domain Working Group (DWG):

http://www.opengeospatial.org/projects/groups/securitydwg

The focus is obviously only on geospatial data, but since the vast majority (if not all) of M&S applications use terrain data, I think the relationship is relevant. Moreover, the focus is primarily on security over web control due to the primary nature of the web services. Our SG doesn't restrict it to just web services, but I think the DEM, if any, should be consistent.

Note also there is an OWS Common Security Standards Working Group (SWG), but access to that information is limited to those who sign an observer agreement. Please see the OGC site for more information, if you wish. Consider the SWG like a private PDG reflector.
