The V280 has its first flight 18 DEC 2017.  I think this is equivalent to a launch?  Or, what do we need to wait for before approving non-unique entity types.

Updated CR03419 to REV A.  Adjusted the subcategory value to next available number (26) and removed trailing zeros in specific and extra fields.  Recommend CR03419A be place in "Open-Future" until first flight of the V-280, projected for 2017.
