Concerning the Question, they are misprint coming from previous
versions: "see rule 5.4" occurrences have to be replaced by "see rule
4‑3" or better "(see rule 4-3 on the definition of the Federation
Scenario Time Epoch)".
Indeed, in the current version of the document the target rule must be
"Rule 4‑3: Specify Federation Scenario Time Epoch in FESFA".

Concerning the Issue, a description derived from that in the gmat
documentation can be:
"The BodySpinSun is a celestial body spin-axis-referenced system. The
x-axis points from the celestial body to the Sun. The y-axis is
computed as the cross product of the x-axis and the body's spin axis.
The z-axis completes the right-handed set."
