From reading the article cited in the CR and other online sources, I do not believe that the proposed information for a surface cultural feature will support any kind of realistic simulation of a floating container in a body of water whether or not it collides with a ship.

For example -Only one dimension is indicated (e,g, 10, 20, 30 ft container). That does not adequately identify the appearance of a floating container.

As a minimum, the following dimensions need to be included -

1. The visible width, length and height of the object above water.

2. The orientation of the object to include its angle in relation to the surface of the water.

3. The color of the object and any markings.

4. The type of material the container is made from. (Ships can detect floating containers at night via radar so the type of material will need to
      be identified to simulate realistic detection probability.)

5. The weight of the container if there is a capability for ships generated by various simulations participating in the exercise to ram into it.

6. Since the container will be associated with an entity, the VP record could be used to contain all the other characteristics.

7. The container must float in a manner consistent with the waves.

8. This assumes there is no requirement to portray the container initially rolling off a ship. (Otherwise, the full container would need to be
     shown initially.)

9. Note: if there is the possibility that a simulation may want to portray a collusion between a ship and a floating container, then, of course, the collusion and the structural damage to the ship and the container will also need to be modeled.
