Replacing...without replacing. Meaning, when there's a "duplicate" the country-specific value cannot indicate something different. It would just be the country-specific meaning of the generic one. So, for example, United States Marine Corps (USMC) for naval infantry. The corollary to this is that if a country-specific value is NOT included, then perhaps there is no corresponding type. A country without a naval infantry, for example, would simply leaving that value undefined in their overlay and would not be allowed to reuse that value for something else. The generic UID 472 cannot be conflicted from country-specific overlays.

I would think the usage is, "if a country-specific overlay exists, then use it and not 472, else use 472." Everything needed for that country should be in the country-specific overlay. Obviously, however, we will populate them as organizations' (submitters') requirements dictate. We do not want to try and fill it all up immediately. Regarding applicability, the thought was to use it and update it as each new country overlay is added. Pull that country code out of the generic applicability. Regardless, I'm guess you probably still need some custom code on this, but perhaps David or Graham can comment.

Are the country category overlays (UID 476, 500, 501) intended to replace or add to/overwrite the UID 472 Land Categories?

When reading the OPMAN sec 7.4.2.3, it seems to me that the overlays can used to provide additional information to the generic UID 472.
Currently, if using the applicability info, they seem to be replacing UID 472.

The Afghanistan Category Overlay [UID 501] (new in v27 CR04180B) contains Afghan specific life forms but also some which are identical to UID 472 (value 101, 120, 130 and 133). So UID 501 appears to be replacing UID 472.

I assumed the overlays were supposed to be used in addition to UID 472, but ran into some problems when testing using the applicability information.
If I want to create e.g. a US policeman, I would use the enumeration "3.1.225.50.1.0.0" for Law Enforcement (see extract below).
But I findt that it is not possible to lookup the Category, since UID 472 is not applicable for enumerations with country code "225" and the US overlays UID 476 does not contain the value "50".
