Another alternative would be to make the "Feature ID" field the 32-bit reserved field and the "Sub-feature ID" field the 16-bit reserved field. I'm thinking of Roland's use case of many, many stop lights needing to be controlled in a large city terrain. Or they could both be 16-bit fields.

What do others think about this?
