PRELIMINARY AGENDA 2001 Spring Simulation Interoperability Workshop Sponsored by the Simulation Interoperability Standards Organization The Holiday Inn International Drive Orlando, FL March 25 - 30, 2001 You are invited to participate in the 2001 Spring Simulation Interoperability Workshop (SIW). The SIW is a semiannual event encompassing a broad range of model and simulation issues, applications, and communities. The Workshop consists of a series of Forums addressing interoperability issues and proposed solutions; tutorials on state-of-the-art methodologies, tools, and techniques; and exhibits displaying the latest technological advances. The individual Forums enable M&S user and technical communities to meet, share ideas and experiences, identify ways to make distributed simulation more effective and efficient, and support the development of appropriate interoperability standards. The Forums also provide opportunities for practitioners of distributed simulations using legacy systems to share insights and experiences related to the process of migrating into the High Level Architecture (HLA) world. Additional information about the background and organization of the workshop can be obtained at the SISO web site: SUNDAY AFTERNOON -- TUTORIAL SESSIONS SISO's "day before" tutorial program (held on Sunday, March 25, 1:00 - 5:00 PM EDT) consists of five parallel sessions. A $90 fee will be assessed for those registering for a tutorial to cover the costs of materials, equipment, facilities, and refreshments. Tutorial sessions include: (1) Federation Development and Execution Process (FEDEP) and Supporting Tools (Jake Borah and Tracie McGuire, AEgis) This tutorial will focus on the HLA Federation Development and Execution Process (FEDEP) Model. It will introduce users and developers to the set of activities that are necessary to build HLA federations, and to the interrelationships between these activities. It also provides an introduction to the HLA Tool Architecture, and illustrates how both commercial and DMSO-sponsored tools may be used to automate many different aspects of federation development. Finally, information will be provided as to where and how to gain access to HLA support tools, and how the HLA user community can actively participate in the continued evolution of the HLA FEDEP. (2) How to Plan, Setup and Run a Distributed Simulation Exercise -- Things the RTI won't Fix (Chris Turrell, IITRI/AB Tech Group; Rich Briggs, Virtual Technology Corporation) Distributed simulation exercises and events don't just happen -- they require careful planning and methodical execution in order to assure that exercise objectives are met. The Federation Development and Execution Process (FEDEP) provides a guide to assist federation management teams with the planning and execution of distributed simulation exercises. It is only a guide, however, and cannot ensure a successful simulation event. Many early HLA/RTI efforts suffered from improperly configured routers, operating systems, networks, etc., that crippled their performance. This tutorial will discuss the importance of systems administration and network configuration and management to the success of distributed simulation exercises, and will offer an engineering process for integration, diagnosis of problems, and execution of simulation exercises that will help eliminate these issues in the future. (3) Advanced Distributed Learning Standards Development: The Shareable Courseware Reference Model (SCORM) (Dr. Jerry West) One of the foundations of the Advanced Distributed Learning (ADL) initiative is the development of a standard that will revolutionize the learning environment. This standard will enable achievement of key ADL functional requirements such as interoperability, reusability, and durability. Version 1.0 of the ADL Specification, the SCORM, was released January 31, 2000. It has been tested and demonstrated at two "Plugfests". Version 1.1 of the SCORM was used at Plugfest 3 which was held in conjunction with the recently completed I/ITSEC. This tutorial will provide information on the SCORM, results of the Plugfests, an update on the standards development process and how you can participate in it, and a perspective on what the standard means in terms of creating a new learning environment and what courseware developers should do about it. (4) Synthetic Environment Data Representation and Interchange Specification (SEDRIS) (Farid Mamaghani) The Synthetic Environment Data Representation and Interchange Specification (SEDRIS) is a mechanism for representing the natural environment data found in a variety of simulation and non-simulation applications. SEDRIS allows for the representation of the ocean, the ocean bottom, and ocean features (both natural and man-made); terrain and terrain features (both natural and man-made); 3-D models of vehicles, personnel, and other objects; the atmosphere, including environmental phenomena; and near space. One of the SEDRIS objectives is to provide a mechanism for the unambiguous interchange of environmental data for every type of simulation application. This tutorial will focus on an overview of key SEDRIS technologies, including SEDRIS fundamentals, a brief status report on project activities, and highlights of standardization efforts in which components of SEDRIS technology are being proposed as SISO and International Standards Organization (ISO) standards. (5) The DEVS Model/Simulation Composition Framework (Bernard Zeigler and Hessam Sarjoughian, Univ. Arizona; Henry C. Ng, Naval Research Laboratory) The Discrete-Event System Specification (DEVS) provides a framework that allows simulations to be composed in different domains, at different times, and at several levels of granularity from models or pieces of modules. Such a model composition framework is the key to effective use, and reuse, of modeling and simulation components across the many phases of system development. This tutorial is oriented to those tasked with developing modeling and simulation infrastructures and who want to gain a better understanding of the problems and current solution approaches available. Part 1 of this tutorial is = an introduction to basic DEVS concepts and how it supports systems modeling, design, and engineering. Part 2 employs the perspective gained in the introduction to discuss implementation of distributed simulation infrastructures based on DEVS in HLA and CORBA contexts. Examples of industrial-strength environments, such as Lockheed's JOINT MEASURE (TM) for systems-of-systems analysis, that implement the DEVS framework will be given to illustrate its applicability as a simulation/model composition framework. (6) SPEEDES - Synchronous Parallel Environment for Emulation and Discrete-Event Simulation (Dr. Ron Van Iwaarden, Metron) SPEEDES is the simulation framework in use at the Joint National Test Facility. Recent use includes cases where high fidelity simultaneous parallel processing is carried out on 15 to 25 processors. This tutorial will cover SPEEDES Version 1.0, which was released in November 2000. Version 1.0 incorporates a Unified Application Program Interface (UAPI) that greatly simplifies the use of SPEEDES by simulation builders. A complete Users Guide was released at the same time and is available at MONDAY MORNING -- SPECIAL SESSIONS (8:30 - 12:00) Newcomer's Orientation The Newcomer's Orientation is designed for those who have not previously attended a SISO Simulation Interoperability Workshop. The goal is to help new attendees gain maximum benefit from the Workshop and from participation in SISO. In this session, we describe the structure of the Workshop, the overall organization of the Simulation Interoperability Standards Organization, how it works and how to participate in it, and an overview of the DoD High Level Architecture. This session includes much of the "Introduction to the DoD High Level Architecture (HLA) for Modeling and Simulation" material presented as a tutorial at previous Workshops. If this is your first Workshop, this is where you should be on Monday morning. HLA Technology Transition Process This special session will focus on various viewpoints on technology transition, as it relates to the DMSO-sponsored High Level Architecture. A panel will present issues and concerns of technology transition as it relates to their subject area. The technology transition of the High Level Architecture will provide the common theme of these presentations. Panelists are expected to include COL Forrest Crain, DMSO Director; Philomena Zimmerman, HLA Program Manager, as well as representatives from the Software Engineering Institute, Industry, and at least one major DoD M&S program. SISO Standards Activities Committee (SAC) Status Report The Standards Activities Committee will present an overview of current SAC activities. Product Development Group (PDG) briefings will be presented for the Real-Time Platform Reference FOM (RPR-FOM) and Environmental Products. Proposals for establishing new Study Groups and Product Development Groups will be discussed and volunteers solicited. MONDAY AFTERNOON -- PLENARY SESSION (1:30 - 4:30) Plenary speakers will include Rep. John L. Mica, Representative, United States Congress, (invited) Florida 7th Congressional District Rep. John L. Mica was just elected to his fifth term as U.S. Representative from Florida's 7th Congressional District, which includes the "High Tech Corridor" from Orlando to Daytona Beach. He serves on the Government Reform Committee, the Committee on Transportation and Infrastructure, and the House Administration Committee. He is very interested in the advancement of Modeling and Simulation capabilities to support the interests of the United States and our allies and partners around the world. Michael A. Parmentier, Director of Readiness and Training, Office of the Secretary of Defense As Director of Readiness and Training in the Office of the Secretary of Defense, Mike Parmentier advises the Secretary on all policies, programs, and budgets for the Department's education and training activities (individual, collective, and joint training). One of his primary focuses is to accelerate the development and application of learning technologies, large-scale use of simulations, and opportunities to streamline DoD's training infrastructure (bases, ranges, schoolhouses). Mike directs the Advanced Distributed Learning (ADL) Initiative. He leads the Standards Subcommittee on the President's Task Force for Federal Training Technology. He is a member of the Commission on Technology and Adult Learning, sponsored by the National Governor's Association and American Society for Training and Development. He is the Executive Secretary of the Defense Science Board Task Force on Military Training and Education. COL Alain Dunaud, Readiness Architect, Force Systems Architecture Department of the DGA-Directorate, French Ministry of Defence Colonel Dunaud was appointed in 1999 to the Force Systems Architecture Department of the DGA-Directorate for Forces Systems and Prospective Analysis. As the Readiness Architect, he is responsible for the definition of the mid- and long-term policy of the French Ministry of Defence in the areas of simulation, logistics and medical support. He is also the French representative to the NATO Modelling and simulation group. COL Wm. Forrest Crain, Director, Defense Modeling and Simulation Office (DMSO) Colonel Crain became Director of DMSO on March 1, 2000, after serving as Deputy Director for the previous year. He is currently overseeing the transition of HLA to the services, other DoD agencies, non-government agencies, and commercial applications. His mission is to leverage recent advances in M&S to ensure that warfighters have superior and affordable M&S tools to support their missions and give them revolutionary war-winning capabilities. MONDAY AFTERNOON -- ALL-SISO SOCIAL (5:00 - 7:00) The inaugural All-SISO Social at the Fall Workshop received many favorable comments. It will be held again, immediately following the Plenary Session. Food and drink will be available, subsidized by SISO Sponsors and Exhibitors. The Exhibit Area will be open. If the weather cooperates, the venue will include a roped-off area of the parking lot in front of the hotel, with grills, kegs, and other appropriate accoutrements for an informal social event. MONDAY EVENING -- "VIRTUAL FORUM" KICKOFFS (7:00 - 9:00) The following topics are being presented in multiple Forums on multiple days. In the final Workshop Agenda, we will highlight specific sessions related to each of these areas so that interested participants can follow a "virtual track" through the Workshop. We try to avoid conflicts between these sessions and closely related topics. Each Virtual Forum will lead off with a Monday evening session that will summarize the main topics, present one or more "keynote" papers, and set forth agenda of sessions for the following days. Federation Performance (Fed Perf) This Virtual Forum focuses on measuring, modeling, and predicting Federation performance. Topics include * Metrics for characterizing the performance of individual Federates, composite Federations, and Run-Time Infrastructures in various applications. * Tools and techniques for modeling, predicting, and optimizing the performance of a large, complex Federation. * Scalability of Federation performance with Federation size and complexity. * Experiences and "lessons learned" from those who have built and optimized sizeable Federations for practical applications. Grand Challenges for M&S (GC) The "Grand Challenges for M&S" effort seeks to energize the community of M&S researchers and practitioners through the identification of strategic targets for the evolution of M&S technologies. It is also expected that the formulation of "Grand Challenges" for M&S will provide useful guidance to agencies funding science and technology. This session will include a panel discussion, plus a guide to papers relevant to potential "Grand Challenges" presented in other Forums. Simulation Based Acquisition (SBA) This Virtual Forum focuses on achieving consistent representation and interoperability among multiple, distributed models and simulations used in collaborative environments supporting commercial product developments and system acquisition. Sessions will focus on * Operational and Simulation System Architectures that provide a frame of reference for defining interfaces, interactions and economic benefits in this application domain. * Use of models and simulations to form a common context and shared environment enabling collaboration and integration among end users, developers, suppliers, supporting systems, service providers and decision makers. * Specifications for standardizing model and data descriptions, interchange formats and repositories. Simulation Interoperability Through Components (SITC) This Virtual Forum addresses the use of component technology to support simulation interoperability. The goal of this effort is to illuminate the use of components over the whole simulation life cycle, from the federation requirements, through federation design, to implementation. Sessions will address * Component frameworks for supporting simulation interoperability, including extensions to current frameworks and simulation interoperability standards to support component technology. * Components for simulation design, including Base Object Models (BOMs). * Metadata for components to support the characterization of components and their composition as part of a simulation system. * Components for simulation implementations. * Management issues associated with simulation component use, including: simulation component repositories, VV&A and testing issues, and tool support. Real-Time Platform Reference Federation Object Model (RPR-FOM) The RPR FOM is a Reference FOM for the real-time, platform-level simulation community. This community includes those who have used the DIS 2.0 (IEEE 1278.1-1995) and 2.1 (IEEE 1278.1a-1998) standards. The RPR FOM Virtual Forum provides an opportunity for users and developers the RPR FOM to exchange ideas and experiences. It covers all three version of the RPR FOM: * RPR FOM 1.0 - Incorporates the functionality of IEEE 1278.1-1995. RPR FOM 1.0 is a SISO Standard and is available on-line at * RPR FOM 2.0 - Adds the functionality of IEEE 1278.1a-1998 and updates RPR FOM 1.0 to the IEEE 1516 HLA standard. It is currently under development. For more information, see * RPR FOM 3.0 - A "next generation" FOM for the real-time, platform-level community. It is intended to include features originally considered for DIS 3.0. Development of RPR FOM 3.0 awaits the completion of RPR FOM 2.0. DIS Applications (DIS) SIW recognizes that many distributed simulations have different types of interoperability protocols, including the the Distributed Interactive Simulation (DIS) protocols (IEEE Standard 1278). This Virtual Forum focuses on lessons learned by those using DIS for their applications, as well as products and services to help migrate users of DIS to HLA. TUESDAY MORNING AND AFTERNOON -- USER COMMUNITY FORUMS (8:00 - 5:00) User Community Forums focus on topics that span specialty areas and are of broad interest to users within a particular area of M&S application. User Community Forums include * Analysis Forum (ANL), which focuses on the use of distributed models and simulations for analysis applications. * Research, Development, and Engineering Forum (RDE), which is concerned with the evaluation of alternative designs and research concepts as well as supporting specific engineering decisions within the RDE community. * Test and Evaluation Forum (TE), which focuses on comparing the performance of a system or its components with the physical, technical, and operational performance requirements to reduce risk in acquisition and employment of the system. * Training Forum (TRAINING), which focuses on the use of simulations to provide individual and team training to system operators, team leaders, tactical decision makers, and strategic and theater-level planners. * System Acquisition and Product Development (SAPD), an initiative proposed as an extension of the SBA Virtual Forum to focus on SISO products related to the use of simulation in system acquisition and product development. In addition, we will be conducting a special Joint Forum on Advanced Distributed Learning (ADL). DoD's ADL Initiative seeks to modernize military education, training, and performance support by "re-engineering the learning paradigm from a "classroom-centric" model to an increasingly "learner-centric" model. This Joint Forum, co-hosted by the Training Forum, will discuss the ADL Initiative and the role of simulations, standards, and interoperability in enabling this vision. TUESDAY EVENING -- INTERNATIONAL PROGRAM REPORTS (7:00 - 9:00) This session provides everyone the opportunity to hear and learn about goals, achievements, and issues arising from programs and projects around the world. Presentations for this session are selected to provide the widest possible cross section of activities, with special emphasis on programs involving two or more nations. WEDNESDAY AND THURSDAY -- SPECIALTY AREA FORUMS (8:00 - 5:00) Specialty Area Forums bring together specialists from different communities to discuss issues of simulation interoperability and component reuse. The Specialty Area Forums are organized into five Tracks. INFRASTRUCTURE TRACK * The Run-Time Infrastructure and Communications Forum (RTI) focuses on issues related to the HLA Runtime Infrastructure (RTI), including RTI services, RTI performance characterization, and RTI "middleware." * The Live Interaction Forum (LIVE) which is co-administered by the C4ISR Track, addresses issues concerned with the interaction of live entities in interoperable simulations. ENVIRONMENT TRACK * The Simulated Natural Environment Forum (SNE) is concerned with the common representation of the land, ocean, atmosphere, surf zone and space environment in interoperable simulations. * The Sensor Forum (SENS), which is co-administered by the C4ISR Track, serves as a bridge between environmental and mission/system-related areas, focusing on issues of interoperability, fidelity, and correlation for sensor simulations. FEDERATION DEVELOPMENT TRACK * The Federation Development Process Forum (PROC) focuses on the Federation development and execution life-cycle process, including testing tools and methodologies. * The Exercise Management Forum (EMF) discusses tools for automating the Federation Development in areas such as exercise planning, initialization, monitoring, data collection, analysis, and after-action review. * The Verification, Validation & Accreditation Forum (VV&A) deals with issues of credibility and appropriate use related to federation development and application. C4ISR TRACK * The Command, Control, Communications, Computers, and Intelligence (C4I) Forum is concerned with the interoperability of simulations which represent command and control, communications, and intelligence, with particular interest in the issues associated with the interoperability of simulations with real-world, operational C4I systems. * The Information Operations - Intelligence, Surveillance and Reconnaissance (IO-ISR) Forum is concerned with the interoperability of simulations which represent (1) both the defensive and offensive aspects of Information Operations, to include Infrastructure Assurance, and (2) intelligence collection, processing, exploitation, production and dissemination, to include the various different intelligence disciplines (IMINT, SIGINT, HUMINT, etc.), including representations at the national, strategic, operational, and tactical military levels, as well as non-military and commercial sources of intelligence. * The Sensor Forum (SENS), which is co-administered by the Environment Track, focuses on the use of sensors for navigation, search and target acquisition, reconnaissance, surveillance, intelligence, emissions tracking, IR search and tracking, fire control and missile systems (detection, warning, and design) and guidance. * The Live Interaction Forum (LIVE) which is co-administered by the Infrastructure Track, addresses issues concerned with the interaction of live entities in interoperable simulations. APPLICATIONS TRACK * The Federation Implementers' Forum (IMPL) addresses the resources, processes, and issues encountered in developing Federates and Federations. The Forum focuses on implementation level details (i.e., how it works, how it is used, how it can be improved). * The Vehicle/Weapon System Modeling Forum (VWS) focuses on the development and reuse of vehicle/weapon system simulations, including manned and unmanned weapons which operate in space, air, ground, and sea environments. * The Human Decision-Making and Behavior Representation Forum (BEH) is concerned with the representation of human behaviors in models and simulations. Issues range from providing appropriate interfaces to live humans acting as entities in a simulation to automating human decision-making processes at all levels. * The Logistics Forum (LOG) focuses on issues related to all aspects of logistics, including representations at the national, strategic, operational, and tactical military levels, as well as non-military and commercial logistics. VARIOUS TIMES - STUDY GROUP AND PRODUCT DEVELOPMENT GROUP SESSIONS Please check the final Workshop Agenda for a detailed schedule of Study Group and Product Development Group Sessions. STUDY GROUPS Study Groups (SGs) are chartered when SISO wants to obtain recommendations on well-defined issues from groups of volunteer experts selected from appropriate Forums. Study Group sessions at this Workshop include Base Object Model Study Group (BOM-SG) The BOM SG is exploring the potential of Base Object Models (BOMs). A BOM represents a single aspect of federation interplay that can be used as a building block of FOMs and SOMs. The BOM methodology has the potential to expedite federation development and streamline federate HLA interoperability through simulation component reuse. SISO Software Products Study Group (SSP-SG) This Study Group is charged with making recommendations to SISO concerning a possible SISO role in managing software products. Among the questions being considered are viable management models for such a role; startup and support costs; and potential involvement in the Open-Source Software movement. Economics of Modeling and Simulation Study Group (ECON-SG) The ECON-SG is chartered to generate recommendations regarding the economics of modeling and simulation. Topics include terminology and taxonomy; empirical evidence to support a provisional market model and business case; and recommendations for best (most-effective) practices PRODUCT DEVELOPMENT GROUPS Product Development Groups (PDGs) are approved to generate a specific SISO Product (Standards, Guides, and Reference Products) after approval of a formal Product Nomination. Current Product Development Groups include Real-time Platform Reference FOM (RPR FOM PDG) Version 1.0 of this Reference Federation Object Model was the first SISO standard, capturing the functionality of IEEE 1278.1-1995. RPR FOM 2.0, currently under development, will add the functionality of IEEE 1278.1a-1998. Environment Data Coding Specification (EDCS PDG) EDCS is a component of the Synthetic Environment Data Representation Interchange Specification (SEDRIS) that provides a data dictionary and coding standard for environmental data used in simulations of terrain, atmosphere, ocean, and space. Spatial Reference Model (SRM PDG) SRM is another key component of SEDRIS, with a well-organized and documented framework that encompasses the primary spatial reference frames in use in the DoD today, a set of extremely accurate and efficient algorithms for coordinate conversions and transformations, and a standard portable implementation of those algorithms. C4ISR/Simulation Interoperability Technical Reference Model (C4I TRM PDG) In the Final Report published at the Fall 2000 SIW Workshop, the C4I Study Group recommended that a Technical Reference Model (TRM) be created as a standard frame of reference for interoperability between C4ISR Systems and M&S Systems. This Product Development Group (PDG) will answer that call by creating a technical model that can be used to describe as well as categorize the interoperability of systems or classes of systems. By design, the TRM will facilitate analysis of requirements, architecture, design, implementation, and testing of heterogeneous systems. In addition, the TRM will support improved dialogue among users, developers, and technicians in the C4ISR community. Federation Development Process (FEDEP PDG) FEDEP is aimed at producing a "best practices" guide for Federation development, is currently at the Product Nomination stage. An organizational session is planned. THURSDAY EVENING - SIMULATION INTEROPERABILITY STANDARDS COMMITTEE On Thursday evening, the fifth official meeting of the Simulation Interoperability Standards Committee will take place. The SISC is officially a committee under the IEEE Computer Society. A formal announcement of this meeting and the agenda to be followed will be posted shortly. During the meeting, the current IEEE standard efforts will be discussed, as well as other SISC-related business. TECHNICAL EXHIBITS AND DEMONSTRATIONS Throughout the week, several organizations will provide exhibits and demonstrations of materials, software, and equipment relevant to distributed simulation applications. The exhibit/demonstration area will be open during the lunch breaks each day and from late afternoon to early evening. FRIDAY MORNING -- OUTBRIEF SESSION (8:00 - 12:00) The Friday morning Outbrief Session is presented by the Chairs of each Forum, summarizing the key points raised and insights reached in each Forum. Each Forum also makes specific recommendations for future SISO Workshops and Standards activities. This session provides an excellent overview of the current state of the art and major issues in simulation interoperability.
