You are invited to participate in the 2001 Fall Simulation
Interoperability Workshop (SIW).  The SIW is a semiannual event
encompassing a broad range of model and simulation issues, applications,
and communities, with the overall goal of identifying and supporting the
development of products to facilitate simulation interoperability
standards and reuse.  The SIW includes working sessions addressing
interoperability and reuse requirements and issues; tutorials on
state-of-the-art methodologies, tools, and techniques; and exhibits
presenting the latest technological advances.

ABSTRACT SUBMISSION INFORMATION.  The Workshop invites papers and
presentations relating to distributed simulation standards,
applications, and technologies, interoperability issues, and other
topics identified in the Individual Forum CFP below and elaborated on in
the SIW CFP web site. Abstracts are reviewed and selected by Planning
and Review Panels (PRPs) and Leaders of the individual Forums and
Groups. Papers are considered for presentation in one or more Forums and
Groups or for publication only. Abstract and paper formats are described
in detail in the ``Author`s Guide`` posted on the SISO web site.

                                        2001 FALL SIW THEME:  Simulation
Based Acquisition

The Workshop has chosen Simulation Based Acquisition  (SBA) as the
special focus theme for the Fall 2001 SIW, and will include in the
Plenary session Keynote Speakers from across the M&S community who are
involved with the SBA effort. Though SBA is also known by several other
names (Simulation and Modeling for Acquisition, Requirements and
Training  (SMART), Synthetic Environment Based Acquisition (SeBA), and
others), the concepts and principles that underpin all these simulation
based acquisition initiatives are all very similar. In the Forum and
Group CFP information section that follows, papers on topics spanning
the SBA arena are solicited in support of this Workshop theme. This
focus on SBA is based on the expressed community need for
interoperability standards and practices to facilitate SBA programs and
activities. More detailed information may be found at

                                     INDIVIDUAL FORUM AND GROUP CFP

Overview. Generally, papers and presentations are considered in three
main categories:

  *  User Community Forums, which examine and promote topics of interest
related to the use and adequacy of
      available simulation capabilities and new capabilities needed by
M&S users.
  *  Specialty Area Forums, which examine and promote current and
emerging simulation processes and
  *  Virtual Forums, Study Groups, Product Development Groups, and
Special Sessions, which deal with topics that
      merit timely solicitation of feedback from the SISO community.

Information call on Grand Challenges. Periodically, the SIW attempts
to identify and single out specific overarching topics of general
interest to the M&S community.  This fall, the SIW will explore the
question, What are the Grand Challenges the M&S community faces as it
goes forward? Grand Challenges are defined as achievable M&S
improvements that both fulfill a critical need and require significant
and sustained development efforts from diverse groups to succeed. To
address this topic, the SIW seeks short position papers from
international defense agencies, and from industry, medical,
transportation, entertainment, law enforcement organizations on those
complex and multi-faceted activities that are viewed as needing
collaborative efforts spanning multiple domains (e.g., data, M&S,
infrastructure, training, other?) to achieve a needed, critical solution
or solutions in one or more application domains.

As in all SIW work, the focus is on interoperability standards. Detailed

Short synopses of the individual forum and group Calls for Papers are

Analysis (ANL)

ANL focuses on interoperability issues and uses of distributed models
and simulations by the analysis community, including issues of
experiment design and data analysis, analysis issues in ADS and SBA,
requirements definition.  Special focus:  use cases that include both
success and failure.

Research, Development, and Engineering (RDE)

RDE addresses issues and applications of distributed M&S within the RDE
domain, including requirements for backward compatibility between
simulation agents and RTIs, integration of advanced distributed
simulation with ADL technologies, and community requirements and
experiences with new applications using HLA or other distributed
computing technologies. Additional focus: creating and integrating
simulations of OOTW.

System Acquisition and Product Development (SAPD)
SAPD concentrates on issues, needs, approaches, and lessons learned
related to the use of M&S  in SAPD, including
  *  Use of collaborative environments including means to manage
collaboration and multi-domain optimization.
  *  M&S software interoperability and data interchange standards as
related to capable, reusable M&S
  *  M&S enabled SAPD processes & templates for describing reusable
resources and core enabling technologies
  *  Business case evidence, best practices, economic benefits, and
associated metrics
  *  Education, motivation, and evolution of the work force

Test and Evaluation (TE)

TE addresses uses of distributed simulation in test and evaluation
(T&E), including the integration of live entities with virtual and
constructive simulations; the integration of HWIL, ISTFs, and other T&E
facilities with distributed simulations; the use of simulation to test
and evaluate C4ISR, SoS, FoS, and interoperability; and performance
issues in using distributed simulation in T&E applications.

Training (TRAIN)

TRAINING focuses on issues associated with the use of simulations in the
education, training, and learning environments.  This includes
management staff, team leaders, teams, sub-teams, down to the individual
level.  These systems are designed to support all levels of operators
from key decision makers to individuals in the field.

                                Training Special Interest Topic:
Advanced Distributed Learning (ADL)
                    Issues of ADL as it applies to the M&S community,
including the Shareable Content Object Reference
                    Model (SCORM) and the education, training, and
performance support needs and requirements of users
                    and implementers of ADL technologies.


Command, Control, Communications, Computers, and Intelligence (C4I)

C4I addresses primarily the M&S of C4I systems in constructive, virtual,
and live environments, the coupling of real C4I systems and simulation
systems for computer assisted exercises (CAX), and support to
operations. Additional focus: Development of a C4ISR Technical Reference
Model (TRM), a common framework for C4ISR system-to-simulation
interoperability, and relationships among international C4ISR

Exercise Management Forum (EMF)

EMF focuses on tools for automating various aspects of the Federation
Development  and Execution Process (FEDEP), including exercise planning,
initialization, monitoring, runtime controls, data collection and
repositories, visualization, and after-action review.

Federation Development Process (PROC)

PROC focuses on the process of federation development and execution, on
sharing of practical federation development experiences, and on the
long-term evolution of a generalized FEDEP for HLA federations.

Information Operations  - Intelligence, Surveillance and Reconnaissance

IO-ISR addresses reuse and interoperability issues associated with the
representation of IO and ISR functionality within simulations.  As such,
the IO-ISR Forum is seeking papers that deal with human behavior and
command decision process modeling; IO taxonomies, lexicons, metrics, and
metric collection processes; causal relationships between IO techniques
and observed effects; the impact of intelligence upon the warfighter;
object attributes required by intelligence sensors; databases of ISR
capabilities or opposing forces; and multi-level security challenges and

Live Interaction (LIVE)

LIVE focuses on the interaction of real-world entities (people,
vehicles, etc.) with interoperable simulations and with interoperability

Logistics (LOG)

LOG focuses on supply chain logistics, logistics business practices, and
the representation of logistics systems at the national, strategic,
operational, and tactical military levels, as well as appropriate
aspects of coalition partner, host nation, civilian, and commercial

                                      Logistics Special Interest Topic:
Operations Other Than War
                    Representation of activities conducted by military
forces for what are not traditional military
                    activities. These include disaster relief,
humanitarian assistance, refugee evacuation,
                    development or repair of civilian infrastructure,
government stabilization, and peacekeeping

Modeling & Simulation Implementation (IMPL)

IMPL focuses on problems involved and lessons learned solutions in
creating real-world, useful M&S applications, including problems of
integration, scaleability, reuse, robustness, and the efficiency and
effectiveness of HLA performance.  Of particular interest are lessons
learned on new M&S technologies, such as ADL and object oriented
techniques applied to the HLA processes.

Run-Time Infrastructure and Communications (RTI)

RTI focuses on HLA Runtime Infrastructures (RTIs), performance data, RTI
implementation/design details, and network/communications issues.
Additional focus: Fault Tolerance.

Sensor Modeling and Simulation (SENS)

SENS is an interdisciplinary forum that bridges the environmental and
mission/system-related areas, including simulation of sensor effects,
issues pertaining to the stimulation and simulation of sensor systems,
incorporation of sensor system simulations into other simulations, and
environmental effects on sensor systems.

Simulated Natural Environment (SNE)

SNE addresses multi-domain use and reuse of digital representations of
the natural environment, including land, oceanic, atmospheric, and space
data. Additional focus: standards for, and application of, SNE data &
model servers for M&S; identifying appropriate models for federations,
and environmental data classification systems, in particular coordinate
transformation systems, and the SEDRIS SRM.

Verification, Validation & Accreditation (VV&A)

VV&A focuses on methodologies, procedures, and associated techniques
used to establish credibility of federations.  VV&A objectives emphasize
quality (e.g., building in authoritative representations and behaviors)
and risk management, and support development and evolution of VV&A
guidance that supplements federation development/application lifecycle
process model documentation. Special focus: conceptual model validation
and substantive interoperability.

Vehicle/Weapon System Modeling (VWS)

VWS focuses on lessons learned in development of vehicle or weapon
system simulations (including Computer Generated Forces (CGF) and
Semi-Automated Forces (SAF) simulations) and Simulation Based
Acquisition (SBA) of actual vehicle and weapon systems (DD 21, Joint
Strike Fighter,  Future Combat System, etc.)


Distributed Interactive Simulation (DIS)

DIS focuses on lessons learned in the use of the IEEE 1278 Distributed
Interactive Simulation (DIS) protocols and discussions/benefits of any
modifications of the 1278 series.

Economics of Simulation (ECON)

ECON addresses the economic aspects of M&S in the Training, Acquisition,
and Analysis domains. Of particular interest are the identification of
products and services; costs and benefits; and economic implications of
standards applicable to any or all M&S user domains.  This virtual forum
supports an associated Economics of Simulation Study Group (ECON SG).

Federation Performance (Fed_Perf)

Fed_Perf addresses the efficiency and effectiveness of Federation
performance, including metrics for characterizing the performance of
individual federates, composite federations, and RTIs in various
applications, as well as tools and techniques for predicting and
optimizing performance.

Human Decision-Making and Behavior Representation (BEH)

BEH focuses on issues that impact the representation of individuals and
organizations in various M&S contexts, including model usability,
determinants of fidelity and V&V, decision-making techniques, and
behavior representation exchange mechanisms.

Real-time Platform-level Reference Federation Object Model (RPR-FOM)

RPR-FOM addresses uses of and extensions to the RPR FOM, including
lessons learned from using RPR FOM 1.0 and the 2.0 drafts, proposals for
RPR FOM 3.0 additions, and functionality not supported by IEEE 1278.1


Multi-Trainer Interoperability Study Group (MTI SG)

The MTI SG focuses on processes and methodologies for creating reusable
and expandable FOMs, as well as identifying and documenting common
battlespace components, to serve the needs of large scale distributed
simulation/stimulation in the training and exercise domain, with a
primary focus on real-time Category I and II training.


BOM Methodology Strawman Specification Working Session (BOM-WS):
Abstracts for short position papers and demonstrable examples related to
practical experience and innovative ideas in building, using, and
maintaining Base Object Models (BOMs) to support federation development
efforts and use of component technology to support simulation
interoperability (SITC) are invited for this session.

International Program Briefings:  International and multi-national
programs are invited to present brief reports on their current
activities and plans.
