IAW the P&P section 3.6, all SG Terms of Reference are to be reviewed by both the SAC and CC prior to being passed to the EXCOM for review.

The attached draft Terms of Reference for the Message Passing for Simulation-Based Collaborative Engineering Design (Message-Sim) has been proposed from the Space Forum.  The first draft of the TOR was provided to the SAC earlier this month and has been through some review and revision (See SISO-SAC discussion Draft TOR for Simulation Message Passing Study Group). 

In this review, it has become evident that this study group is proposing a research effort which may eventually result in significant changes to existing distributed simulation frameworks or a completely new framework.  As a research effort which will not lead to a standards activity in the near future, this SG would appear to be better suited for oversight by one or more of the CC forums and the current draft makes this recommendation.

This revision of the TOR is being posted to both the SAC and CC.  The SAC intends to act on this TOR at their 5 Sep Telecom.  The Space Forum is making time for the group to discuss plans for the future (or organize if appropriate) at the Fall SIW.
