I noted in your report that the CC is “Considering possibility of having  SIW in the Spring for 2016 (mid may to early june)”.  I think that a decision such as this has ramifications beyond the CC, including with the SAC, the EXCOM, and even the BoD (because of potential financial implications for SISO).  As recently as two years ago, there was an EXCOM committee on the feasibility of going to one workshop that I chaired, which also considered potentially rescheduling the SIW to June (with a potential standards-only meeting in conjunction with I/ITSEC).  In looking at the potential options, the committee tasked committee members from the EXCOM, CC, and SAC to poll their Committee members.  Of the ones who responded, the overwhelming preference was 15-4 in favor of keeping the SIW in September rather than moving to June.  Part of the rationale was that there are many other M&S-related conferences in the spring (as your list below points out).

 

I realize that as times change, circumstances change, but I am wondering what the CC thinks has changed in the last two years that would lead one to believe that the overall SISO leadership would change its preference on when the SIW should be held.  After hearing that, I do think this is a decision that needs to be a collaborative one across all SISO Committees and the BoD.
