Charles is correct.  Looks like you included the record and not just the request for a new record type.  This CR should be changed to JUST have the new record type (with the recommended appropriate name).  The point is that we've changed UID 66 to just list the record types and names and not anything else about the record.  The record definition and rules goes in 1278.1 (thus the PCR).

But, you need the enumeration field as a new table, so you need to submit a CR as a new table, with an initial set of values.  Look at some of the ones I've recently submitted for an example.  The one piece you won't have is the UID of the table itself, but I can either fill that in or give it to you before submission.  If you don't submit UUIDs, then those get generated for you.

This CR can be approve (once fixed), but the new table should be put on hold until the PCR is integrated.
