What Graham said.  More specifically:

UID 80 - If we do not reuse this, it will create more problems by causing incompatibility.  The field is just renamed, not repurposed.

UID 81 - More case on this.  Although the current use of UID 81 is impossible, perhaps there's no good reason to reuse that table ID.  So, I fully support the idea that we use a new table ID, thus David's recent changes to that effect.

The renaming of UID 80 should not cause any confusion with DIS users (at least not v7 users) since the IEEE 1278.1-2012 explicitly references [UID 80] for the Code Name field in the Designator PDU. The standard does not refer to the heading name in SISO-REF-010 directly.

In fact, if we don't keep using UID 80 then we will break any interoperability between v6/v7 and any future versions of the DIS standard.

The meaning of the field in DIS isn't changing, just its name. There are plenty of other places in DIS where we've changed the names of fields. There is a direct mapping between the DIS fields in v6/v7 and (the proposed) v8. We want them to use the same values.
