As long as we can get the new UIDs assigned to reference in the standards, I don't really care if the CRs are approved or on hold.

4008 is on hold, and I removed the CR dependency.  The dependency was already released in v26.  (Side note, I also did the same thing for 4009, an unrelated CR.)

4125 is still approved.  What you suggest is a good idea and is generally the approach we want to take.  Don't approve CRs in the enumerations document until those things are essentially final.  But, frankly, it's up to the (external) group.  The enumerations process and document we have is fairly robust and agile and can handle a submission and some rework, though that rework would be visible if already released.  For example, v27 is planned for fall, say late October.  If that timing for a release is "okay enough" for UID 800, then you could certainly leave it as approved.  Because this CR was approved, I'm leaving it as such while you guys have a bit of time to think about whether you want it on hold or not.

Note: you also need to consider CR3998.  These are all the Link 11/11B parameters and that CR is approved right now.

It might also be wise to put CR 4125 on hold until after SISO-STD-002 publication, as it is used for a new field and ballot comments could lead to changes.
Or, what is the best order? Having enumerations and enumerators in an official SISO-REF-010 publication before or after the official publication of the standard in which they are used? Or is there a sweet spot in between balloting, comment resolution, and publication of the standard?
