It would be a service to the professional community if someone where to publish something similar, but focused on the techniques commonly used in DOD (and other) professional wargaming organizations.

The uncompressed version is in the War Game Taxonomy folder of this
Study Group at 18MB, it has a lot less fuzz on the font.

While the write up seems at first quite elementary and written from a
miniatures standpoint (especially when it delves into the basics of
painting) but it gives a good grounding in fundamentals of war game
design that can be applied to a variety of venues.

It's good little handbook for the poor soul who been assigned a
war-gaming job out of thin air and does not know what a war game is.

Page 10 has a bibliography.

Otto knew Jack Scruby, and no doubt also played with Morschauser and
Featherstone in their hey-day.
